BFCA Board of Directors Meeting on Tuesday, September 20, 2022

Meeting was called to order at 7:05 pm.
Old Business (Tracie Priest)
The minutes for the August 16, 2022, meeting were unanimously approved August 24, 2022.
It was determined that an Audit Report by an independent auditor is not required.
Proposed signs were passed around at the meeting to help with speeding. Several attendees didn’t think they would work. Llona added that the worst offenders are vendors and that there is not a great solution but a personal conversation with speeders may work the best. Mario and Llona are against speed bumps because of safety with the walkers (can’t see the bumps coming up). This conversation was tabled.
New Business
Grounds Report (Kiki Litchford)
Kiki reported that the grounds committee removed some invasives in a neighbor’s yard. These invasives include Mimosas. Pope Berry is doing well around the pond. Kiki passed around a sample of Pope Berry. Beauty Berries are also in bloom. Kiki said Chanterelle mushrooms can be spotted and harvested but advised all to identify plants before harvesting. Kiki has checked out the fallen. Tracie added that the big tree was removed by the gray house, but the tree people left much of it in the water. It looks awful. Kiki is looking for a house that reported poison ivy to help with removing that.
Pond Report (Midori Okasako)

Midori shared that she just cleared blockage near the drainpipe. It was blocking water supply from going into pond. Midori requested thinning out of one Cypress tree where lower branches touch the water. She has two guys that can do it. The pond has elevated nitrogen and phosphate levels due to run off. Midori asks residents to minimize toxins.
Treasurer Report (Margaret Stephens)

Margaret reported that not much is new since August. The above linked Treasurer Report is reconciled through July. Margaret added some August cleared expenditures that she saw in the online banking. Budget Storage (for storage locker) was paid up for the year. The total cost for filling the island hole under gazebo was $7,700.
The 2023 Budget and Dues Assessment Amount is due for a vote next meeting (October). Margaret will prepare a proposed budget and send to the Board before meeting.
ACC Report (Llona Geiger)
Llona shared that the HOA can get in trouble if they go against state law, cut deals with people and don’t uniformly apply the covenants. For 5 years procedures have been in place to fine violators, dead cars have been removed, and people are asking advice from the ACC before potentially doing something wrong. A replacement of a roof or boardwalk is OK if no change in materials (or wild colors). Problems come up with people don’t ask permission for a change. This hasn’t happened much lately. The ACC keeps all paperwork if questions arise. Llona asked if anyone else is interested in serving on the ACC – can always use more people.
Island Gazebo (Tracie Priest)
One new roof quote was received via TPAM at around $5000 to re-roof the gazebo. This project is not to be started until after hurricane season and will be on the 2023 budget proposal.
Tree Removal Companies (Tracie Priest)
Tracie asked for the owner to be present when having trees removed. A recent job was done badly, and the owner wasn’t there. Also make sure the tree company is insured.
Land Management (Tracie Priest)
Persica has been terminated because of the no shows and lack of responses and follow up. Blue Sky will be out tomorrow to blow leaves and will be month to month until December. At that point we will negotiate a contract. It will be $300 a visit.
Board Election (Llona Geiger)
The nomination committee is Llona Geiger, Frank Roycraft and Virginia Sasser. Letters inviting nominations will be sent out from TPAM in US Mail. You can nominate yourself. Then ballots are sent out early December. TPAM runs the election and ballots are counted in public at the annual meeting in January. The committee will make sure the ballots are in a separate mailing than the dues notices.
Open Floor
Midori asked if there is interest in land donated to expand easement, namely the small triangular lot, too small to build on. Tracie will check with legal on this.
