BFCA Board of Directors Meeting on Tuesday, April 12, 2022
Tracie Priest, President; Betsy Voorhies, Vice President, Frank Roycraft, Director.
Margaret Stephens, Secretary/Treasurer. Association Members – Midori Okasako, Mario Lopez, Sue Dinges, Llona Geiger, Maritza Mousa, Jamie Kimbrel, Kiki Litchford, Llona Geiger, Nathalie Gillespie.
Meeting was called to order at 7:03 pm.
Roll call was done on those physically attending and calling in.
Old Business (Tracie Priest)
The minutes for the March 8, 2022, meeting were unanimously approved March 14, 2022.
Tracie reported that the new land management company has come on their first visit and cleared the roads. They were asked to avoid the pond area due to hatching goslings.
The hole under the gazebo is ongoing, also waiting to be filled after geese are hatched and gone.
On overdue dues, 1 notice has been sent out for a lien. The Board is working with the other 4 and are being dealt with. Llona reminded the Board that we do have bylaws that need to be enforced and we could be liable if we offer special deals. Tracie assured Llona and that, for the first time in years, the Board is handling it and there are no special deals. Betsy added that she thinks the Board should meet with TPAM and attorney. That meeting would also help her learn. Frank agreed. Betsy proposed that a meeting is scheduled. Frank seconded. The vote passed 2-1 with Tracie voting against it.
New Business
Treasurer Report (Margaret Stephens)

Margaret reported that the expenses on the report are reconciled of the end of February, TPAM’s last statements. Starting with the balances at the bottom, the current balance as of 4/4/2022 in the operating account is $48,349. The emergency fund account ($30,066) and road savings account ($32,561) haven’t changed much. Expenses to note under the February column are $1137 for fence and boardwalk repair done last year (December). In March $2500 was paid for tree removal done November 2021. Also, under March $3380 was for pressure washing done November 2021. As of the end of February, 18 homeowners have not paid their 2022 dues. Cumulative money owed to BFCA is up to around $19,382 which includes past dues AND violation fines. In general, we are on target with expected expenses and the budget. No one had any questions.
ACC Report (Llona Geiger)
Llona thanked the Board for the new land management company and was very happy with the clearing of her Silverwood Court area. Much improved.
Two requests were approved:
1721 Silverwood rerouted a path in their front yard
1741 Silverwood replaced a garage door with a hurricane-proof type of a different color.
1758 Harvest Place requested different colors for repainting exterior.
Pending Request (waiting for ACC form): 1755 Brookside requests wooden privacy fencing in back. We suggested a slight modification to allow air and water flow.
Grounds Report (Betsy Voorhies)
Betsy announced that Kiki Litchford will be the new grounds chair as Betsy is now a Board member. There is not much going on due to geese nesting. Most of the newly planted trees and buck eyes look good.
Pond Report (Midori Okasako)
Midori reported that she is taking over the pond maintenance since Ansel is gone and has recruited a few neighbors around the pond to help. Midori has started keeping a log of the water supply coming from the pump and adding a pint of alum per Ansel’s recommendation. It’s used to neutralize the water to keep muck from collecting. Midori is also going to contact IFAS to inquire about the Lake Watch program and training. She has also contacted Sean McGlynn to come over and offer his guidance. The water looks clear so that’s a good sign.
Island Gazebo (Tracie Priest)
The geologist came out and determined it was not a sink hole. The island was man made and not packed, and now retreating to where it came from. Only the tree roots are holding it together. It was suggested that pouring cement in the hole is the best route. Tracie read the proposal email (click here for details). It looks like $3000 which doesn’t include the cement. The cement was $850 for half a truckload, and we should double that. So $4700ish. The Board voted unanimously to approve, and work will not be scheduled until after the geese are hatched and gone. Midori asked if it would be ok for the water and Tracie said, yes, fly ash is organic.
Pet Waste Stations (Tracie Priest)
Tracie found out who is helping empty one of the pet waste stations. Tracie has also been clearing the waste out and doesn’t like it. Betsy proposed removing the stations and let the dog owners dispose of their own with added signs where the stations were. The Board approved and the vote was unanimous to remove the pet waste stations.
Tracie introduced Nathalie Gillespie who was recruited to help with Secretary duties. Nathalie works part time with an airline and doesn’t have much notice on her travel schedule. Nathalie shared that she has 3 daughters adopted from China. Ben Clark is her son-in-law and a son Joshua in another house. Nathalie was introduced to the attendees that were present.
Yard Sale
Tracie introduced a possibility of a yard sale and discussion was positive in general with a suggested time of the Fall, possibly around October 1st.
Llona brought up parking as an issue in her area. Even though she has offered her driveway, this resident blocks the road. Margaret said we have the same problem with cars parking partly in the road. This has been reported. Llona was wondering if maybe the Board will remind people to not park in the road.
