BFCA Board of Directors Meeting on Tuesday, July 18, 2023
Tracie Priest, President; Betsy Voorhies, Vice President, Frank Roycraft, Director.
Margaret Stephens, Secretary/Treasurer. Association Members – Mario Lopez, Llona Geiger, Midori Okasako, Mark Okasako, Sharon Lambert, Kimberly Baxley.
The meeting was called to order at 7:12 pm.
Roll call was done, and Kim and Sharon were welcomed.
Tracie apologized for not meeting last month (job related).
Old Business (Tracie Priest)
The minutes of the April 18, 2023, BFCA Board meeting, were unanimously approved April 28.
New Business
Tracie reported that the pond path issue/Crosby house is still unresolved.
Pond Report (Midori Okasako)

Midori reported that April/May were active in algaecide treatment. July the pond is almost absent of algae. Water looks good and clear. It looks like organic treatment is working and there is a lot of fish activity. Llona thanked Midori. Midori requested the pond budget to go back the $3,000 in the next budget. Midori inquired about the $750 pond committee budget. Margaret explained that when we had a vendor for pond maintenance like Lake Doctors, we had two separate line items in the budget, pond maintenance and pond committee. We don’t really need a budget for the pond committee anymore.
ACC Report (Llona Geiger)
Llona reported that the good news is TPAM is sending out code violation letters. The bad news is that there is no action from the welcome committee. There are single family violations, dog poop and trespass issues and multiple complaints about neglect of common areas.
Treasurer Report (Margaret Stephens)

Margaret reported that the above report is reconciled to TPAM as of the end of May. Expenses to point out:
April $875 rotten tree/limb removal at pond path and end of Brookside Blvd
May $509 reimbursement for pond treatments to Midori/Mark
May $304 reimbursement to Kiki for plants
June $4550 to AAA for 3 different tree removal invoices in common areas. 2 beaver damaged trees near Dinges house, 1 large oak behind 1718 Brookside, dead tree new 1721 Silverwood and 3 small mimosas.
June $5000 new gazebo roof
Margaret added that we are pretty much on target with the budget.
Balances as of 7/13/23 are:
Checking: $33,262
Road Savings: $39,084
Emergency Fund: $30,084
There are still approximately 13 homeowners who have not paid 2023 dues. Margaret recommended that the Board should direct TPAM to send out the first reminder notice.
President’s Report (Tracie Priest)
Tracie deferred to general discussion.
Open Discussion
Llona pointed out that we have to decide if we are going to enforce the “no trespass” order. Llona also brought up the declined curb appeal with the overgrown common areas. Midori suggested the need to find a middle ground and Margaret suggested a start with the entrance island. The planter should have flowers and not look overgrown.
Sharon and Kim both reported problems with dog poop. One owner has 3 dogs and leaves the poop in Sharon’s yard and driveway. Another dog owner is leaving the bags in other people’s trash cans, etc. Tracie says she has confronted the dog owner, but all were asking what we can do about it? Llona says it’s a violation of the covenants. Maybe capture with pictures and send to TPAM?
It was reported that the split rail fence is broken on Red Maple Ridge and the fence on Orange Ave is still down in a section. Tracie responded that they have not been able to get anyone out to fix it.
The attorney meeting has not been arranged. This meeting is about the Crosby liability and common area property next to Tracie’s that appears to be used for parking. Other agenda items may be added.
Llona reported that our “no trespassing” order expires in a month and the Board needs to decide how to enforce/educate the “no trespassing” order and renew it. There were questions raised on what phone number to call and report trespassers.
Tracie asked if we want gutters on the island in the pond to help with erosion. Betsy motioned to get quotes and the Board unanimously approved.
