BFCA teleconference meeting on Tuesday, April 7, 2020
Mike McCrea, President; Llona Geiger, Vice President; Ben Clark, Treasurer. Association Members — Fred Willes, Karen Willes, Debbie Taggart, Harriette Hudson, Sue Dinges, Mary Marotta, Dawn Aguero, Mario Lopez, Maritza Mousa, Frank Roycraft, Hannah Norcini.
Absent — Tracie Priest, Director and Margaret Stephens, Secretary
Meeting called to order at 6:10 PM via teleconference on Tuesday, April 7, 2020.
Roll Call – Mike noted that Margaret was unable to attend the call, and asked for volunteers to record notes and share with the board. [President: Thank you Karen, Ben, Dawn and Llona!]
Teleconference Etiquette – Mike explained that callers may be muted while topics are presented, and then lines opened to allow comments. Mike asked for courtesy to avoid multiple callers talking over each other.
Agenda changes: added that agenda has typo for next meeting. It is going to be 6 PM instead of 7 PM on June 2. Sue Dinges asked to add “Geese on Island” to the Agenda. Harriet Hudson wants to address the Board.

President’s Report
Beaver trapper in one month trapped 5 beavers and one otter.
Renewed contract with storage unit.
Old P. O. Box allowed to lapse. All communication to be addressed to TPAM Box 12412 Tallahassee 32307.
Llona worked with TPAM to apply for permits to continue pond path project. Timetable to obtain permit is uncertain due to Coronavirus. The fee is likely to be about $500-$800, City has ability to waive fee. We don’t have that figure to date.
Attorney is handling a sizable fine for unauthorized removal of trees.
Upon request of a resident, clarified Florida Statute 720 stance on email voting with our attorney. Board votes can no longer be by email. The board can take action without a vote to keep the association operational. Emergencies and time-sensitive issues are examples of this. Should an action require a meeting outside of the normal meetings the board can schedule an emergency meeting. The conference call would work if this was required. Also there is the opportunity to vote approval of action after the fact if emergency requires action.
Will check if Committees need to vote by phone conference. [Pres.: After call completed, attorney confirmed that committees cannot use email for voting and President notified ACC Chair of the same.]
Other matters are stalled by virus.

Biggest thing — rebuilt small bridge and repaired some fences
Paid attorney fees of $2500
HOA tax return is almost complete.
19 lots still owe more than $500.

Grounds report — When Tracie was elected to the board, BFCA needed a new Grounds Chair. Sylvia Ramos volunteered to serve as new Chair.
Discussion regarding neighborhood response to virus – Mike advised that common areas are still open for use, but asked residents to be mindful of distancing and health precautions. TPAM operations are not impacted at this time.
Discussion of pond path project. Currently stalled. Waiting for permit from City. Plans are for one section of elevated walkway to prevent erosion in that area.
Motion for pre-approval of permit if within the $500-$800. Motion amended to remove dollar amounts in motion. Board (2 votes) approves motion.
Following further discussion, Fred asked to clarify the scope of the project at the approved cost. [Pres: Project covers the construction of the raised boardwalk, grinding of any roots that pose tripping hazards along path, installation of 4-foot wide geogrid surfacing, and installation of 4-inch bed of mulch along the geogrid path.]
Repairs Lighting – the north side face of our sign has a light that has been out for a while. TPAM will get us a quote on an estimate.
Geese – Sue Dinges wants signage to keep people off the island for the nesting geese. Mike will secure area with yellow tape.
Harriette Hudson — personal representative for the estate of 1751 Brookside. Received Notice and fine about the unauthorized tree cutting. Wanted neighbors to know that was in error. Roof damaged by Hurricane Michael. Miscommunication between the contractor and his tree surgeon. Mike advised Ms. Hudson to contact the attorney as the board cannot act on the legal issue.
Discussion about number of vehicles parked outside 1743 Brookside Blvd. No action needed.
