BFCA Board of Directors Meeting Minutes

6:00 P.M. Tuesday, April 2, 2019

Call to Order: 6 p.m.

Introductions:

The members introduced themselves around the room.

Old Business:

The minutes of the February 7, 2019, meeting was unanimously approved via email on February 20, 2019.

New Business:

President’s Report – Llona Geiger

The February flood resulted in water getting very close to Ben and Mike’s house and was an emergency.  Llona flagged down Brian Odom to pump the water out including the culvert under Brookside but the water did not drain until the beaver dams were destroyed and the culvert cleared.  After that the water drained in hours.  The board also hired a new, local beaver trapper for 31 days.  As the water had receded in the ditches and dry weather prevailed, the beavers moved to those areas where water is abundant.  The last two beavers were trapped in the pond area, with a total of five beavers and two otters trapped in the neighborhood. The board voted and approved the beaver eradication on February 24, 2019.

The 2019 homeowners’ dues are in.  Those who are outstanding will receive a letter from TPAM informing them of accrued interest and fees.  The board voted and approved for TPAM to send the delinquent notices March 22, 2019.  The board also voted and approved to place liens on properties owing $1,000 or more on March 22, 2019.  Four liens were filed.

Another letter was sent to the property owner at 1730 Silverwood to remove tree stumps and debris.  They will be getting a fine. 

1685 Silverwood has an ACC violation(s) and tree(s) cutting violation.  No one requested approval for house painting and tree cutting.  The board OK’d a meeting with our lawyer and contractor to discuss and the potential fine is over $7,000.   The information gathering meeting was March 30.  No decisions were made but Llona will re-address the issues at the next meeting.  It was noted that the homeowner/contractor owns local businesses, one of which has previously been hired by the BFCA to work in the community and has previously cut down trees without permission.

Garbage can violation letters continue to be sent also. 

There have been issues with Capital City Lawn Care’s failure to weed whack around the pond.  After many messages they finally did the trimming.

Treasurer’s Report – Ben Clark

Ben noted some expenditure that were not budgeted for 2019 including:

  • Flood Emergency > $3000

  • Stump grinding 1709 Silverwood – $1300

There is also a $135 fee from TPAM appearing on the budget as “Association manager meeting attendance.”  Members questioned the fee, and the treasurer was unable to verify the reason for the charge at the meeting.  After the meeting, the treasurer and board confirmed via e-mail that the fee was for security to attend the annual meeting.

The board saved some money moving from Storage Cube Smart to Budget for our storage unit.                               

ACC Report – Fern Senra (sent via e-mail)

  • 1704 Silverwood:  Request for redesign of existing from porch columns; Request was approved.

  • 1684 Silverwood:  Request for tree removal and roof shingle repair for insurance coverage purposes; Board is handling tree removal request and the ACC deemed that shingle repairs did not warrant a review as they will match existing channels.

  • 1675 Silverwood:  Request to put in a garbage can barrier/single panel fence; Request was approved.

  • 1737 Brookside:  Request to paint home; Request was approved.

Grounds Report – Tracie Priest (sent via e-mail)

Llona has asked Tracie for a separate document regarding suggestions to neighbors to be e-mailed and/or posted on the web site.

Lynda Davis asked if there are appropriate places to place lawn debris.  She has noticed debris near a fire hydrant.  It was suggested that neighbors share piles.

Crime Watch Report – Frank Roycraft

Frank has had health issues and has not been able to walk around with Bill.  He is fine with anyone else wanting to take over.

Lynda Davis asked if a patrol is still going around especially since Blairstone Forest Townhomes has had some crime reported.  Bill Walter said you could call the Sheriff for a patrol when you are going out of town.

Frank expressed concern about the path from our boardwalk to Indian Head Acres and security issues with people coming in via the path.  There was a comment that you can also enter through the front entrance.  Margaret shared that several walkers from BFCA use that path regularly.

Discussion of Issues by Board and Association Members

Reforestation

Llona introduced a proposal for reforestation in Blairstone Forest.  After consulting with Sam Hand and Stan Rosenthal, the proposed plan could help homeowners plant new trees with a reimbursement of 50% from the BFCA.  The money would come from covenant fines collected.  Last year we lost about 100 trees.

This policy will be discussed again in June.  Ben recommended a separate budget line item if this policy is approved to better track the expenses.  Fred advised that some new trees may have chemicals not good for birds.  Collecting magnolia pods and throwing them into the woods would be free and chemical free. 

Sue Dinges expressed concern about TPAM.  Llona agreed and is aware of issues.
